Added the missing HTML user manual for relax 1.3.0 (to be found at http://nmr-relax.com/manual/1.3).

Added the API HTML manual for relax version 1.3.0 to the website.

Fixed the Google searching of the HTML versions of the user manuals.

Added the HTML user manual for the 1.3 line and shifted the 1.2 version of the manual.

The HTML user manual for the 1.2 stable version has been shifted to http://nmr-relax.com/manual/1.2
and HTML user manual for the unstable 1.3 development line can be found at
http://nmr-relax.com/manual/1.3. The documentation webpage (http://nmr-relax.com/docs.html) has
been updated to include links to and Google searches for both versions of the PDF and HTML manuals.

Added directories for the HTML user manual for both the 1.2 stable and 1.3 unstable lines.

Updated the download page for relax version 1.3.0.

Updated the manual and changed the version number to 1.3.0.

Ported r3024 from the 1.3.0 tag using the command:
svn merge -r3023:3024 svn+ssh://bugman@.../svn/relax/tags/1.3.0
