relax SVN archive

Removed the newparagraph and newsubparagraph definitions from the LaTeX manual.

These were causing conflicts with latex2html, preventing the HTML version of the manual at
http://www.nmr-relax.com/manual/index.html from being compiled. These definitions are unnecessary
for the current set up of the sectioning in the manual.

Fix for the rigid frame order model 2nd degree frame order matrix in the manual.

The wrong symbol was being used.

Updated the relax version number to 4.0.0 on the http://www.nmr-relax.com/api/index.html webpage.

This includes changing the API documentation links and creating a new section for the new 4.0 major
version number.

Added the relax version 4.0.0 API documentation.

This is to the new API documentation directory http://www.nmr-relax.com/api/4.0/.

Updated the relax version number to 3.3.9 on the http://www.nmr-relax.com/api/index.html webpage.

Backported the relax 4.0.0 CHANGES file changes to trunk.

The command used was:
svn merge -r28018:28020 svn+ssh://bugman@.../svn/relax/tags/4.0.0 .

Completed the CHANGES file for relax 4.0.0.

The frame_order_cleanup branch commit log has now been processed, heavily edited, and converted into
release notes.

Partial update of the CHANGES file for relax 4.0.0.

This consists of only the recent changes in the trunk, all of the branch changes are yet to be
added.

Added the relax 4.0.0 manual to the repository.

Updated the version number to relax 4.0.0.
