relax SVN archive

Ported r2731 from the 1.2 line.

The command used was:
svn merge -r2730:2731 svn+ssh://bugman@.../svn/relax/1.2

This updates the release checklist file. The freshmeat announcment has been added and the point
about the changes file has been moved.

Creation of a planning document for the relax data model redesign.

This is still in draft form and will need a lot of work, including the addition of URLs to the
mailing list archives.

Updated the release checklist to include the freshmeat announcment and a shift of the CHANGES file.

The part about updating the CHANGES file has been shifted to be after the creation of the tag.

Ported r2724 from the 1.3 line.

The command used was:
svn merge -r2723:2724 svn+ssh://bugman@.../svn/relax/1.3

This was just a simple change in the comments.

Bulk ported revisions r2668 to r2717 from the 1.3 repository line.

The command used was:
svn merge -r2667:2717 svn+ssh://bugman@.../svn/relax/1.3

This updates the 'tensor_pdb' branch all the way up to r2719 which Chris ported to this branch in
r2720.

Standardised the word 'centre'.

Previously the two spellings 'center' and 'centre' were being used. This change will have zero
effects on program usage.

Significant improvements and expansion of the 'pdb.create_tensor_pdb()' user function docstring.

Fixed a bug in the 'pymol.view()' user function in which 'reinitialize' was spelt 'ise'.

Fixed a bug in the 'pdb.create_tensor_pdb()' user function when no diffusion tensor has been loaded.

The solution was simply to add a test for the presence of the diffusion tensor.

Changed the comment of the 'RelaxNoPdbChainError' class to the correct explanation.
