Updated the relax version number to 3.1.7 on the http://www.nmr-relax.com/api/index.html webpage.

Updated the relax API documentation at http://www.nmr-relax.com/api/3.1/ to version 3.1.7.

Updated the relax HTML manual at http://www.nmr-relax.com/manual/index.html to version 3.1.7.

Replaced funtion atan(omega1 / Delta_omega) with atan2(omega1 , Delta_omega), to make sure returned theta values are between 0 and pi.

This was done in the function return_offset_data() in the specific_analyses of relax_disp.

Shifted two functions from pipe_control.angles into the new lib.geometry.angles module.

This is the fold_spherical_angles() and wrap_angles() functions which are not related to the relax
data store and hence can be made independent.

Added the relax version 3.1.7 manual to the repository.

Backported the relax 3.1.7 CHANGES file changes to trunk.

The command used was:
svn merge -r22487:22488 svn+ssh://bugman@.../svn/relax/tags/3.1.7 .

Small fix for the CHANGES file.
