relax SVN archive

Backported the relax 3.1.6 CHANGES file addition to trunk.

The command used was:
svn merge -r22372:22373 svn+ssh://bugman@.../svn/relax/tags/3.1.6 .

Added the relax 3.1.6 manual to the repository.

Added text file for which residues was used for global fitting in Relax_disp.test_r1rho_kjaergaard.

This is a major feature and bugfix release. A tutorial has been added to the relaxation dispersion
chapter of the manual which shows, step-by-step, the dispersion analysis in the GUI using
screenshots. A number of major bugs in the dispersion analysis have also been fixed.

Removed unit test for return_intensity(), since this is no longer in use.
