Created a new LaTeX environment for the manual for non-indented paragraphs with gaps between each.

Shifted the user functions chapter of the manual into it's own LaTeX file.

Applied a spell check to the 'Licencing' chapter of the manual.

Created the 'Licence' chapter in the manual.

Bug fix:

Half of the keyword arguments were being skipped by the 'fetch_docstrings' script.

Replaced unnecessary double quotes with single quotes in some user function docstrings.

Added a relax copyright notice to the 'fetch_docstrings' python script.

Bug fix:

The docstring to LaTeX script now correctly translates special parameter names found at the start
of a line.

Changed the formatting of all tables within relax's docstrings.

The lines inbetween individual rows have been removed.
These tables are now correctly displayed in the manual.

Fixed a bug in the quote environment (not starting a newly created line).
