Updated the side menu of the http://www.nmr-relax.com webpages.

The user manual is now a collapsible submenu opening up links for the PDF
(http://download.gna.org/relax/manual/relax.pdf) and HTML (http://www.nmr-relax.com/manual/index.html)
versions of the manual.

Removed a useless CSS definition for the defunct CIA.vc from the website.

Changed the colour of the collapsible menu to match the others.

This is for the side menu of all http://www.nmr-relax.com webpages.

Small expansion of the http://www.nmr-relax.com/analyses/relaxation_dispersion.html webpage.

Some basic text has also been added to explain why the page is empty.

Removed some unused HTML elements from http://www.nmr-relax.com/menu.html.

Added the new 'Supported analyses' entry for the side menu of all http://www.nmr-relax.com web pages.

This is a collapsible menu which opens up all the analysis types (currently only relaxation
dispersion).
