Added directories to http://www.nmr-relax.com/api for holding the 2.0, 2.1, and 2.2 API documentation.

Updated the relax 1.2.15 API documentation at http://www.nmr-relax.com/api/1.2 .

This add the minimise package (which is now minfx at https://gna.org/projects/minfx/) and added the
Google analytics javascript code to the top of all HTML files.

Updated the relax 1.0.9 API documentation (http://www.nmr-relax.com/api/1.0).

Some of the relax 1.0 packages were not documented.

Updated the 1.3 API documentation at http://www.nmr-relax.com/api/1.3 to version 1.3.16.

The restored version was quite old, and this updates the webpages to the last 1.3 relax version.

Updated the epydoc.css file for the relax 1.0.9 API documentation.

This is to match the other API documentation CSS files.

Changed the http://www.nmr-relax.com/api/index.html webpage to be an introductory page.

This has links for all the different version of the API documentation.

Subversion history is overrated!

The command used was:
svn merge -r19411:r19410 .

Restoring the original http://www.nmr-relax.com/api/1.2 and http://www.nmr-relax.com/api/1.3
webpages is too complicated as the commit r15477 contains more than just the deletion.

Added the relax PDF manual link to the menu of all http://www.nmr-relax.com webpages.
