Improved the default RDC and PCS errors for the frame order target functions if these are not loaded.

These now default to 1 Hz and 0.1 ppm respectively. The previous 0.03 ppm PCS error default was far
too small, causing the PCS to have much more weight than the RDC.

Fix for the frame order specific base_data_loop() method.

The RDC data is now handled the same as the rest of the specific_fns.frame_order module by using the
_check_rdcs() method to determine if RDCs should be skipped.

Created a smaller graphic for the FSF directory.
