Created the select.domain user function front and backend.

Created the Selection.test_select_domain_bool_or system test.

This is to better check the operation of the select.domain user function.

Created the generic_fns.domain.get_domain_ids() function.

This will be used in the GUI for domain related user functions.

Created the RelaxNoDomainError error for undefined domain IDs.

Created the Selection.test_select_domain_bool_and system test to check the select.domain user function.

This user function does not exist yet.

Created the Selection system test class.

This currently has the test Selection.test_deselect_all for checking the deselect.all user function.
The number of tests will be expanded in the future to cover interatomic data containers and the
operation of all the select and deselect user functions.
