Spun out all of the pseudo-ellipse code from frame_order_matrix_ops into the pseudo_ellipse module.

Completion of the changes of r17321.

The frame_order and frame_order_matrix_ops modules have been shifted into the new
maths_fns.frame_order package.

Shifted the frame order target function code into the new maths_fns.frame_order package.

This will allow for a better organisation of the code and the splitting up of the far too large
frame_order_matrix_ops module.

Bug fix for the quasi-random numerical integration of PCSs in the pseudo-elliptic frame order model.

The back-calculated PCS values were being duplicated and constantly summed at each function call,
killing the target function.

The align_tensor user functions now use the align_tensor.get_tensor_ids() function.

They were previously using align_tensor.get_ids() and returning the alignment IDs, causing failures
in a number of GUI tests.

The rdc and pcs user functions now use align_tensor.get_align_ids() rather than get_ids().

This is a fix for the rename in the previous commit.

Renamed get_ids() to get_align_ids() and created get_tensor_ids().

This is to allow the retrieval of either tensor or alignment IDs separately.
