relax SVN archive

Updated the version number to 2.0.0.

Merged the remainder of the 2.0.0 tag CHANGES file changes back to trunk.

The command used was:
svn merge -r16889:r16890 svn+ssh://bugman@.../svn/relax/tags/2.0.0

Completed the 2.0.0 CHANGES update - the changes in the '1.3' and 'trunk' lines were missing.

Merged the changes to the CHANGES file from the 2.0.0 tag back into the trunk.

The command used was:
svn merge -r16887:r16888 svn+ssh://bugman@.../svn/relax/tags/2.0.0

Updated the changes file for relax 2.0.0.

Created a script for converting svn logs into the format for release messages.

Ported r16884 from trunk so that the 2.0.0 tag will be usable!

The command used was:
svn merge -r16883:r16884 svn+ssh://bugman@.../svn/relax/trunk .
