Bug fix for the generic_fns.spectrum.replicated_ids() function for when no replicates exist.

This will now return an empty list instead of an error being raised.

Fix for the spectrum.read user function - a RelaxError is now raised if the file name is not given.

This is important for the GUI to prevent unintelligible errors to be presented to the user.

Big reworking of the spin viewer window tree element.

Many new pop up menu entries have been added covering almost all of the molecule, residue, and spin
user functions. The methods bound to the pop up menu entries have all been renamed to
'action_'+type+'_'+user function name. And the residue and spin changes checking has been fixed to
include checks for the naming and numbering.
