Added the relax 1.3.16 PDF manual to the repository.

Updated the version to 1.3.16.

Merged the CHANGES file for relax version 1.3.16 back into the main 1.3 line.

The command used was:

relax version 1.3.16.

This version is mainly a documentation release. The relax user manual changes include the expansion and completion of the model-free chapter of the relax user manual, addition of GUI screenshots and descriptions, a description of Gary Thompson's multi-processor framework, and general updates and improvements throughout. The release also fixes the scons 'install' target for users installing relax in this way. The Bruker Protein Dynamics Centre user function class has been renamed to 'bruker' because of Bruker's absorption of the PDC into the Bruker Dynamics Centre. These user functions, as well as the BMRB user functions, have been added to the menu system. Finally a test suite bug triggered in the Fink relax installation has been eliminated.

Fixed the link to the HTML manual on the documentation webpage (http://www.nmr-relax.com/manual/relax.html).

Updated the manual section of the documentation webpage (http://www.nmr-relax.com/docs.html).

Renamed the results.read and results.write uf 'directory' arg to 'dir'.

This in both the front and back ends.

Shifted the free_file_format GUI element into its own class.

The wizard page free_file_format() method for generating the GUI element has been shifted into the
components.free_file_format.Free_file_format class.

Fix for the Value.SetValue() method - a variable was mistyped.
