Simplification of the frame order system tests via the new check_chi2() method.

Created a special method for setting up the RDC, PCS, and optimisation flags.

The data and optimisation flags are now setup in the setUp() method.

Triplicated the free rotor frame order model system tests.

The additional system tests check the models with either no RDC data or no PCS data.

Reactivated the Frame_order.test_cam_free_rotor2 system test using the new analysis design.

The frame order specific analysis is now using the _set_param_values() common rather than spin method.

Created the specific API _set_param_values() common method.

This is for when there are both global and spin parameters.

The frame order global parameters are now set via the value.set user function.

Big bugfix for the value.read user function.

This is for bug #19332 (https://gna.org/bugs/?19332).

The problem was that the wrong spin ID string was being used to set the parameter value so that
all spins have the same value set for the parameter.

Fixes for the Dasha use functions for file creation and data extraction.

This should now handle relaxation data values of None, and also set the parameter values of
deselected spins using the Dasha output files.

The parameter values should be different for each spin! And the chi2 value is spin specific.
