Better handling of the opening of analyses from a saved state.

The tabs are not all switched to as they are created, and only at the end is there a switch to the
page matching the current data pipe.

Only the pages in the sequence have their _apply() methods calls when the wizard finishes.

The _seq_loop() method has been added to provide forward looping over the sequence.

The spectrum.integration_points uf page only appears in the NOE peak intensity wizard if needed.

If heights are used, this page is skipped.

The non-linear forking behaviour of the NOE peak intensity loading wizard is now implemented.

The wizard still needs the final noe.spectrum_type user function page, and only switching to
spectrum.integration_points if volume integration is specified.
