Converted all of the documentation to the new system for the structure user functions.

White space fixes for some comments.

Basic docstring changes.

Improvements to the documentation of the structure user functions.

Simplified the window titles for the user functions to be "relax: " plus the user function name.

Fix for the title of the spin.delete user function page.

The spin user function pages now use the new documentation system.

Regularised all of the _doc_title_short strings.

Bug fix for the sequence.read() user function - the force flag is now being passed on.

The column widths are no longer fixed is the separator is not whitespace.
