Updated the download page http://www.nmr-relax.com/download.html for relax version 1.3.9.

Added the relax 1.3.9 user manual to the repository.

It will also be available from http://www.nmr-relax.com/docs.html.

Updated the version number to 1.3.9.

Merged the changes to the CHANGES file from the 1.3.9 tag.

The command used was:
