relax SVN archive

Reverted r12388 as the bieri_gui branch is still not ready for merging.

The command used was:
svn merge -r12388:12387 .

The branch is failing on the N_state_model.test_stereochem_analysis system test for some bizarre
reason!

Loosened the te check in value_check() so that a model-free system test would pass on 32-bit Linux.

The system test is test_opt_constr_bfgs_back_S2_0_970_te_2048_Rex_0_149().
