relax SVN archive

Fix for the Bieri et al. ref.

Initialised the reference for the relax GUI paper.

The relax PDF manual is now opened in a os native app with 'F1' or 'Help->Manual'.

The reference window is now fully functional.

The back and forward buttons are removed and now links are opened in an external webbrowser.

Created a directory for relax graphics. The first files here are the relax logo and icons.

The Ref.cite_html() method can now handle missing data.

The Ref.cite_html() method can now handle missing data.

The parameter file settings window is now cleaned up like the global settings.

The window responds nicely to resizing and the text has had a few fixes.

The global settings and parameter file windows can now be closed via window decorations without error.

The closing of these windows via window decorations (the x in the top right for example) was not
being caught and the windows could not be reopened.
