The parameter file settings window is now cleaned up like the global settings.

The window responds nicely to resizing and the text has had a few fixes.

The global settings and parameter file windows can now be closed via window decorations without error.

The closing of these windows via window decorations (the x in the top right for example) was not
being caught and the windows could not be reopened.

The global settings window is now behaves properly when resized.

The central grid is now flexible and the second column of text inputs resizes with the window.

The relax controller window is now fully resizable.

The elements inside will adjust to the resizing appropriately. This fixes the partly hidden buttons
in Windows. And the log can now be seen full screen.

Modularised the relax controller frame.

This will give more flexibility in modifying this GUI element, including the ability to resize the
window.

The relax controller can now survive being closed!

Closing the relax controller via the window decorations killed relaxGUI. This event is now caught
and the relax controller is hidden rather than destroyed. The controller can now be opened a second
time.
