relax SVN archive

GUI element for limiting number of iterations in model-free calculations is added as discussed with Edward d'Auvergne.

Value of maximum iteration SpinCtrl is synchronized with relax data storage.
Edward, do you include this new function in the dauvergne_protocol.py script?

Bond length and CSA values are read from relaxGUI settings dialog.

Function to convert a float written in a string to a proper float object is added.

Script file for conversion of different formats, such as a float as a string to a float abject.

This conversion tools will be used to convert CSA and bond length values set in the settings dialog to float object that relax is able to use.
