Widened the relax about widget.

This shows the layout deficiencies.

Added the relax website link and the long program description to the about relax widget.

The method draw_wrapped_text() was added to handle both the licence text and the long description.

Added the website and a long description to the Intro_text container.

Removed a number of comments from build_widget().

Changed how the element layout is handled in the about relax widget.

The method offset() has been added. When a value is sent it, the offset increments. The method
always returns the current offset value.

Added the copyright and licence text to the 'About relax' widget.

Changed how the GUI is launched.

The run() function has been deleted. Therefore the intro text is gone (see the thread starting at
https://mail.gna.org/public/relax-devel/2010-02/msg00016.html). The wx dep check is now inside the
relax main class.

Rewrote the 'File -> About relaxGUI' dialog.

This is now a DC widget inheriting from About_base which just sets a white background, sets the size
to that of the image, and draws the bitmap.

Removed wx.SPLASH_NO_CENTER as it seems to not be present on all wx versions.
