Copied the relax_gui.py code to the gui_bieri.analyses.auto_noe module.

This is in preparation to spin out the automatic NOE calculation code from relax_gui.

Added shortcut key events to the menu entries.

These include:
Ctrl+N -> new.
Ctrl+O -> open.
Ctrl+Shift+S -> save as.
Ctrl+Q -> quit.
Ctrl+Z -> relax controller.
F1 -> manual.

Modified how build_menu_sub_item() creates the wx.MenuItem.

This should allow for key events in the menus (Ctrl-Q for example).

Bug fix for the loading of the relax save state.
