I would like to know how to dicide the standard of nmon performance target data.
I would like to know the nmon spec because it's configuration files doesn't exist.

I am not really sure what you mean.
There is no formal specification of the output file.
The closest thing is the information in the nmon analyser manual.
The format was developed over time during benchmarks.
Many quirks where introduced to work around Lotus 1-2-3 in the early days and now Microsoft Excel which has many bugs and limitations.
What are your reasons to have such a specification?
