We've discussed dropping future support for 1.1 in the past and got a
little kickback.  However, I personally have no heartburn in modifying
the build script to have the cruise be a 2.0 target by default.  Legacy
1.1 can remain by leaving the old manual builds in place.

It looks like it's doing a .NET 1.1 compile -- do we really need to
continue to support 1.1? It was a bit of a hack in the first place
because of our use of generics in the .NET 2.0 builds.
