#2 SNMP trap receiver

Enable SNMP traps to be processed by NMIS. Probably
integrate using the NET-SNMP and the traplog.pl script
to integrate with the NMIS event and escalation
subsystem.

Will require a means to select which traps to deal
with. NET-SNMP has means to do this with its
traphandle config.

The event policy will be require expansion to deal
with this.

John Gruber just posted an hack to handle SNMP.
Perhaps need to be checked against NMIS event handling policy.
