The ENGRDA does not properly handle matrix data (except for the BCS-A special case). It ignores the ENGMTXCn and ENGMTXRn fields and assumes they are 0001 by only allowing a single ENGDATA element.
I've attached a proposed change which puts the ENGDATA in 2 loops (row and column).
Update...this may not really be a bug. I've read 3 revisions of the ENGRDA (the latest two supposedly had "not technical data change") and they all say something slightly different as to how to interpret ENGDATC. CIVA thinks two variants are both correct so it's obviously not sane. I've contacted the JITC for clarification on that field and will updated this bug report when I get a response.
