#121 Resource bug exposed by MultiAnnotatorDisplay

MultiAnnotatorDisplay fails with errors if the multi-annotated layer points to an ontology that ontology is not loaded resulting in many complaints about inability to resolve links. Following the reliability example at http://groups.inf.ed.ac.uk/nxt/nxtdoc/docreliability.xml for example will fail.
