#102 DACoder tool: segment element == DA element

When DACoder is used and the config file has segmentationelementname the same as daelementname, there is a problem. A (very) recent checkin means that segment-level text is now present - before that nothing would appear at all for the start of a segment.

The current situation is still not ideal however - we'd like to treat the segment-level string as separate from the start of DA string, but currently in NTranscriptionView, each element name can only be associated with one display strategy, so that's not possible.
