#10 Provide the ability to fix the VisIt pseudo color scale to the global min and max from all time steps

David Pointer saw our TRISO video and provided the following feedback:

"Please provide the ability to fix the pseudo color scale to the global min and max from all time steps." This is similar to what Jordan did in the Reactor Analyzer. Assigned to Hari because I think he will have to do some stuff in the Java client or VisIt server. Please reassign as necessary.

This one is for me :)

For doing this automatically, I have to add access to VisIt's Query
interface that has options to provide global max and global min operations.

The simpler action is to provide access to editing the max and min values
of Pseudocolor allowing a user to manually override the min and max range
which will then make the colors be consistent over time.
