#17 JobLaunchAction shouldn't upload input file in some cases

There's at least one JobLauncher in ICE right now that doesn't need any input file at all, but the JobLaunchAction still uploads a file regardless.

We need to add a boolean flag to JobLauncher (and protected setter) that indicates if input file uploading should be done, and reflect that in the JobLaunchAction that actually attempts to upload.

Similarly, if the upload flag is set to false, then the console text that is printed at the beginning of each JobLaunch should just skip over the "Input file" line.
