#27 Expose CSV data in CSV Plot Viewer for reading/writing

The BISON team might find it useful to have the CSV plot viewer expose the underlying CSV data table in a way that they can manipulate the data within NiCE.

This could be for something like just reading/writing a certain cell value, or if they'd like to re-calculate entire columns, like changing time units from seconds to hours.

Yeah, I called for this in the original design I made for Matt and Claire.
Somehow the data take got really messed up and no longer works.

My plan is to reimplement this with DAWNSci.
