#23 Correct the default Visualization Perspective layout

Get the Visualization Perspective to automatically load up in an arrangement that is more appropriate for how it is used. That is:
- Narrow columns for the file viewer and plot viewer stack
- Large area for editors in the middle
- CSV Data Table in the lower quarter of the middle section.

The CSV Data View is not in the bottom of the perspective yet. Do we still want it there?
