It would be nice to have an updated tar file ;-)
I gather the Debian package should be more recent, as Daniel seems to support it (the Debian packaging). It would be interesting to get a fresh Nice.tar from there.
Although, to upgrade to the fresh version, you need only to replace the nice.jar with that of http://nice.sourceforge.net/nice.jar
