On termcap based platforms -- e.g. NetBSD -- use the
termcap database to get the correct sequence to send
for "clear to end of line". Without this, "nget"
sometimes overwrites it's progress lines on such
platforms, depending on the terminal type. Note that
the patch gives termcap priority if its detected.
That's because NetBSD and other BSD curses based
systems would typically have portable ncurses
(terminfo) installed, while terminfo based systems will
essentially never have termcap installed.

    (SF netbsd compile farm box isn't working so I can't test it

    Here's a fixed version. This builds on NetBSD 2.1_RC3, and
    seems to do the right thing under both "screen" and "xterm".
