I created a package of the NG4J 0.9.3 release and uploaded it to SourceForge.

No, I still use ant to build NG4J and I guess I'm not the only one.
I don't think it is that much work replacing the relevant JARs in the lib 
directory and adjusting the LIBRARIES.txt file if one upgrades the libs
used by NG4J.
