#4 annotations for compact, segmented data types

Some use cases may require annotation of the elements within compact, segmented data types. The idea is that, for example, a sequence like this: <seq>1 3 2 2 1</seq> might need some "cells" to be annotated. This might be done using parallel vectors, but validation would be problematic.
