   I was able to solve the issue , when I checked the log files I came to know it was because postgres user was not able to authenticate itslef
changed the 
postgres-ds.xml

U have to give the user which u created as per the 
http://www.newgenlib.com/NewGenLibLinuxInstallation.html
in this case user is "newgenlib"

 Hi 
   I am trying to evaluate Library Management software 
 I checked the feature of newgenlib  from the website and I liked it 

I tried to install 
I am using postgressql 8.3 on ubuntu 7.10 

While following the installation steps mentioned in 
http://www.newgenlib.com/NewGenLibLinuxInstallation.html

I could not find the "dbsize.sql" on my system , is this because I am using 8.3 

"tsearch2.sql" I was able to find it and I gave the executed the command as given in the documentation 

Rest all the document part I followed properly including JAVA_HOME setup 

When I can run the service by giving the command 
/usr/jboss-3.2.1_tomcat-4.1.24/bin/./run.sh

Now when I access it from my web browser using  

http://localhost:8080/newgenlibctxt
It get redirected to
 
http://localhost:8080/newgenlibctxt/Opac2_0.jsp
 and the screen shows that "The Server is presently overloaded. Please try after some time."

What may be the reason for this .
