Need your help with Nettoplcsim as we don't have admin right to start the application is there any way around? As Port102 is not accessed without admin rights.

The admin rights are only neccessary, because Nettoplcsim needs access to control the system services, to start / stop the Siemens service which blocks the port 102.
Your administrator give the user without general admin right, at least the rights to access the system services.
I don't see any other workaround with the current version. Maybe it would work Nettoplcsim is packed into an install routine, and grant it permanent admin rights. But then it also has to be installed from a user with admin rights.

Nevertheless, you have also pointed out packaging Nettoplcsim into a install routine and grating it the admin rights, as are not much aware of this. We are trying to request for the system services permissions.
