[Netpass-users] audit log and resolved issues

There doesn't seem to be an audit log entry generated when an admin user
changes an issue to "fixed" from "pending" or "user-fixed".  We would like to
be able to track this information since sometimes our tech support people may
say something is fixed when it isn't really, and it'd be nice to have those
log messages to support our positions.
