Is there a way to create a theme (config) that will only display on one desktop (out of the 4 that I've got)?
For example, I'd like to have /. on my browser desktop, but it's not needed on my game desktop.
Any ideas? My guess is there's not a way to do it, or I'd see a lot more stuff in kde-look to customize different desktops.

There isn't right now, but I think that is a good feature. I will look into adding it for the next release.
