#38 AFP messages with Netatalk

Sending AFP messages with Netatalk currently is a pain in the a**.

A simple tool capable of sending AFP messages to specific users
(or to PIDs -- useful in case one user is logged in from different
machines) would be a nice idea.

Ideally the tool would also do charset conversions based on
$ATALK_MAC_CHARSET and $ATALK_UNIX_CHARSET.
