#2392 _sess_async_send cannot return success if request ID is zero

_sess_async_send returns zero on error and the sent PDU's request ID on success. Unfortunately, zero is a valid request ID. While zero is normally no more or less likely that any other request ID, this is not true for agentX PDUs which don't have to randomise their packet IDs (which net-snmp decodes into the request ID).
