#97 np-plutoplus doesn't share actions

np-plutoplus does not handle the case where multiple
actions share a common action. For example, two
different compound actions with a common subaction.

The relationships between policies (child, next,
parent) are in the policy structure. The need to be
removed, or enhanced to allow sharing (reference counting).
