[net-ldapapi-software] Project update

Hi folks, I wanted to give an update on the project.

The source code for the project has been moved to github:

In addition, we have a new primary developer, Phillip O'Donnell.  He has 
been busy fixing bugs and adding new features, as well as helping scope out 
what will go into 3.0.4 and 3.1.x.  It's great to have solid movement on 
the project once again.
