#340 Patch ROCKS to automatically create host groups per rack

Since our # of slots/CPUs tend to vary based on what we call racks in ROCKS, it would be fun to patch ROCKS so that a hostgroup is created for each rack of nodes, e.g. @compute-1-x which has 4 slots, while @compute-2-x has 8 slots.
