#324 GEO/RMA Sync Deadline

You need to have a new database provisioned and the ETL pipeline working by the end of December to meet a deadline from Stan. A user should be able to load a GEO dataset using Allen's R API which is built on top of the web API which, itself, is built on top of the DAS/2 server.
