#313 Rsync Server & Bulk Data Access

rsync.genome.ucla.edu was serving solexa's home dir from soleus. Now that the data is on the private network, it is broken. Someone needs to figure out the best way to make public data available from storage-1-xx.

Perhaps we should just nuke that and only allow HTTP downloads from ulna's hosting of ~solexa.
