Hi all,

In Japan, We have the localized NDoc 1.3.1 (NDoc 1.3.1 Japanese Edition).
(See http://sourceforge.jp/projects/ndoc-jp/ )
We add some changes about internationalization in localizing.
I regards these changes as effective also to other languages.
I will be glad if these change is merged.

The change which we made is as follows.
1. Localized XSLT resources
   We add some localized xlst resources (*.ja.xslt).
   (VS.NET make a satellite assembly automatically.)
2. Strings resources
   We separate some hardcoding strings into resources. (Strings.resx)
   (VS.NET make a satellite assembly automatically.)
3. Changing code
   "kmatsu" is described in the part which I changed.
   Please search the keyword "kmatsu".
